Due to successful efforts to promote economic development, the Ward's tax base has expanded preventing runaway property tax assessments. A proponent of tax relief, Alderman Banks has voted against every property tax assessment increase during his tenure as alderman except for a proposal that would have resulted in drastic layoffs of police and fire personnel.

Banks and his staff have created a Tax Advocacy Program to help residents file protests with the Board of Tax Appeals. The program has an astounding 90% success rate and has helped thousands of residents receive tax relief and legal assistance free of charge.
